Accessibility statement for HM Land Registry - Use land and property data

This accessibility statement applies to the Use land and property data.

How you should be able to use this website

This website is run by HM Land Registry. We want as many people as possible to be able to use this website. For example, that means you should be able to:

  • change colours, contrast levels, fonts and font size using browser or device settings
  • zoom in up to 400% without the text spilling off the screen
  • navigate most of this website using a keyboard or speech recognition software, excluding the map
  • listen to most of the website using a screen reader (including the most recent versions of JAWS, NVDA and VoiceOver)
  • access the website using a variety of devices, screen sizes and orientations

We’ve also made the website text as simple as possible to understand. We only use technical terms where there is no easier wording to use without changing the meaning.

AbilityNet has advice on making your device easier to use if you have a disability.

How accessible this website is

We know some parts of this website are not fully accessible:

  • some licences will not display correctly if CSS is disabled
  • some Welsh place names may be mispronounced by a screen reader
  • some focus indicators do not meet a minimum level of contrast
  • some focused elements may get hidden behind other content
  • some interactive elements do not meet the minimum size or spacing requirements
  • users may have to re-enter their password twice, as auto-populated is not available

Technical information about this website’s accessibility

HM Land Registry is committed to making its website accessible, in accordance with the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018.

Compliance status

The website has been tested against the Web Content Accessibility Guidelines (WCAG) 2.2 AA standard.

This website is partially compliant with the Web Content Accessibility Guidelines version 2.2 AA standard, due to the non-compliances and exemptions listed below.

Non-accessible content

The content listed below is non-accessible for the following reasons.

Non-compliance with the accessibility regulations

1. If a user disables CSS, some licences will not display properly. This fails WCAG 2.2 success criterion 1.3.2 because lists that use letters and numbers are replaced with numbers only. This will make it difficult to navigate through the licences.

There is no plan to fix this defect.

2. Some Welsh place names in the INSPIRE dataset are not coded as being in a different language. This means that a screen reader may mispronounce them. This fails WCAG 2.2 success criterion 3.1.2.

There is no plan to fix this defect.

3. Our accessibility testing has revealed 107 failures relating to the contrast ratio of focus indicators. This fails WCAG 2.2 success criterion 2.4.11 Focus Appearance (AA).

The plan is to fix these failures by 31 January 2025.

4. Our accessibility testing has revealed 24 failures relating to focus indicators that become hidden behind other page content when navigating through pages. This fails WCAG 2.2 success criterion 2.4.12 Focus Not Obscured (AA).

The plan is to fix these failures by 31 January 2025.

5. Our accessibility testing has revealed 95 failures relating to target size and links that do not meet the 24x24 pixel requirement. This fails WCAG 2.2 success criterion 2.5.8 Target Size Minimum (AA).

The plan is to fix these failures by 31 January 2025.

6. Our accessibility testing has revealed 2 failures relating to redundant entry, due to users having to re-enter their password twice when creating an account. This fails WCAG 2.2 success criterion 3.3.7 Redundant Entry (A).

The plan is to fix these failures by 31 January 2025.

Disproportionate burden

There are no features in this service that are a disproportionate burden.

What we’re doing to improve accessibility

This website is mostly compliant with the Web Content Accessibility Guidelines version 2.2 AA standard, with the exceptions described above. The plan to fix these should be implemented by January 2025.
